NORC at the University of Chicago – International Programs Department

Established in 1941, NORC is one of the largest and most respected social science research organizations in the United States. NORC’s International Programs Department (INPRO) is a leader in advancing global development through rigorous research, evidence generation, and support for data-informed decision-making. Since its founding, INPRO has conducted research projects in over 100 countries, implementing population surveys, impact and performance evaluations, and systematic evidence reviews. Its work spans a wide range of topics, including crime reduction, countering violent extremism, displacement and migration, child labor and human trafficking, education, and land and resource governance.

INPRO’s portfolio has included numerous multi-million dollar activities supporting evidence and learning for major clients, including USAID, MCC, the US Department of State, US Department of Labor, IADB, World Bank, and the Global Fund to End Modern Slavery. For over a decade, INPRO served as the trusted learning partner for USAID’s Center for Democracy, Human Rights, and Governance, leading research, evaluation, and learning activities and producing over 150 reports on research projects spanning 65 countries.

Institutional Representative: Gregory Haugan, Research Scientist

Greg is a Research Scientist with the INPRO department at NORC. With over a decade of experience in M&E for international development projects, Greg has led surveys and evaluations in over a dozen countries. His primary research interests include conflict and security, land and resource governance, and education.

Greg has led an RCT of an intervention aiming to reduce conflict between farmers and cattle herders in northern Ghana, as well as a quasi-experimental evaluation of a program designed to improve land tenure security in rural Colombia. He currently leads the RCT component of an evaluation of a US State Department-sponsored training program for international law enforcement officials.

Prior to joining NORC, Greg was a research fellow at the Inter-American Development Bank. Greg holds an MSc in Economics from Universidad de Los Andes in Bogotá, Colombia.
