The German Institute of Development and Sustainability (IDOS), formerly the German Development Institute (DIE), is one of the leading research institutions and think tanks for global development and international development policy worldwide. The institute is based in the UN City of Bonn. IDOS builds bridges between theory and practice and works within international research networks. The key to IDOS’s success is its institutional independence, which is guaranteed by the Institute’s founding statute. Since its founding in 1964 IDOS has based its work on the interplay between Research, Policy Advice and Training.
The Institute’s Postgraduate Training Programme is concentrated on courses dedicated to development-related themes and issues bound up with shaping the process of globalisation as well as with improving trainee communicative and social skills. The cornerstone of the Postgraduate Training Programme – field research carried out by small interdisciplinary groups in a developing country – serves to provide trainees with an opportunity to gain practical experience with what they have learned by participating in concrete policy advice-oriented research projects. Once they have completed the Postgraduate Training Programme, the graduates find career opportunities with development organisations in Germany and abroad.
In addition to the Postgraduate Training Programme, the IDOS offers young professionals from selected partner countries of Germany’s international cooperation the participation in the Global Governance School. The highly qualified participants from Brazil, China, India, Indonesia, Mexico and South Africa work in governments, Ministries, Universities, policy-orientated Think Tanks or research institutions. The Training and Dialogue Programme of the Global Governance School is the practice- and research-oriented component of the Managing Global Governance Programme, implemented jointly by the German Development Institute and GIZ. This unique exchange and learning opportunity supports the creation of a sustainable, equitable and effective global governance architecture.
IDOS is headed by Prof. Dr. Anna-Katharina Hornidge (Director). At present, the Institute has a staff of 160, more than two-thirds of whom are researchers.
Institutional Representative: Armin von Schiller, Senior Researcher
Armin von Schiller is a senior researcher at the German Institute of Development and Sustainability (IDOS). His research is focused on taxation, tax morale and fiscal decentralization in developing countries with a special emphasis on how political factors shape the use of different tax instruments and the willingness of citizens to pay taxes. His work has been published for instance in the Journal of Development Studies and Political Behavior.
Before joining IDOS he worked at the German Institute for Human Rights and the GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) in Colombia. He has done consulting work for GIZ, the European Commission and UNU- WIDER among other organisatios. Armin holds a M.A in “Public Administration and Conflict Management” from the University of Konstanz and is a PhD Candidate at the Hertie School of Governance in Berlin.
