Francisco Garfias is an Associate Professor of Political Science at the University of California San Diego‚ School of Global Policy and Strategy. He studies the political economy of development with an emphasis on how states build capacity, consolidate authority, establish institutions and navigate civil conflict in developing countries. His research examines why some states develop the ability to tax and implement policies while others remain unable to raise the minimum required to carry out even the most basic state functions. His research has been published in outlets such as the American Political Science Review, the American Journal of Political Science, and the Journal of Politics, among others. Francisco holds a PhD in Political Science and an MA in Economics from Stanford University.
