The Department of Impact Evaluation and Policy Learning (DEIAP) at CAF – Development Bank of Latin America – promotes the use of rigorous evidence in policy-making by leveraging human and financial resources to conduct impact evaluations of development programs with public and private non-for profit organizations in Latin America. DEIAP also brings rigorous evidence closer to policy-makers and supports institutional capacity-building in monitoring and evaluation.
Since its creation in 2013, DEIAP has completed 17 randomized control trials and currently handles over 30 evaluations in collaboration with external academics and implementing agencies. DEIAP’s current focus is on evaluating initiatives that improve the delivery of public services (as opposed to policies themselves), with the aim of encouraging a culture of learning within public institutions.
Institutional Representative: Daniel Ortega, Director of Impact Evaluation and Policy Learning
Daniel E. Ortega is Director of Impact Evaluation and Policy Learning at CAF – Development Bank of Latin America – and associate professor at IESA Business School. His research has been in the area of microeconomics of development, with a focus on social experimentation and impact evaluation of public policies in Latin America, such as police training programs, hotspots police patrol, tax compliance and education. He has an interest is the use of impact evaluation as a tool for public management, which can help public institutions transform their policy experience into a lasting knowledge footprint. His research has been published in peer reviewed scholarly journals. He holds a PhD in Economics from the University of Maryland.
