Alex Rutto is an accomplished and results-oriented Monitoring, Evaluation, Accountability and Learning (MEAL) specialist with about 20 years of experience designing and implementing MEL systems for complex, multi-country development and humanitarian projects in Africa, Asia, and the Pacific. Alex’s experience cuts across multiple donors that include USAID, USDA, MCC, DFID/FCDO, Gates Foundation, and CIDA. Alex has designed and implemented MEL systems for food security, livelihoods, water and sanitation, education, nutrition, agriculture, climate change/natural resource management, peace building, governance, and market systems development projects. Alex is adept at establishing evidence-based and adaptive MEL ecosystems, leading data driven decision-making and adaptive management. Alex is experienced in generating data analytics to support strategic decision-making through evidence generation, adaptive learning, and data visualization. Skilled in mixed-method research methods, experience in designing and using digital data collection tools (i.e. KoboCollect, CommCare, Magpi, Survey 123 and Survey Gold), data visualization using Power BI and ArcGIS (AGOL), creating and publishing maps including spatial analysis using ArcGIS. Morgan Holmes served as USAID’s Agency Learning and Evidence Team Lead where she championed, encouraged, and pioneered news ways for the Agency to generate, use, and share high quality evidence. She previously worked in USAID’s Development Innovation Ventures (DIV), an Innovation Fund within USAID whose grants test and scale rigorously-evidenced development solutions. Before DIV, Morgan led USAID’s Democracy, Human Rights, and Governance research and learning portfolio, working with academia to incorporate rigorous evidence into USAID programming and partnering academics and USAID Missions to design and implement nearly three dozen RCT Impact Evaluations, in addition to spearheading other learning products. Morgan also works with the World Bank’s Independent Evaluation Group on select studies and is a co-founder and frequent collaborator with the International Initiative for Impact Evaluation (3ie). Morgan is a member of Evidence in Governance and Politics (EGAP), an academic network that promotes rigorous knowledge accumulation, innovation, and evidence-based policy in various governance and accountability domains.
Before specializing in research and evaluation, Morgan worked for NDI and IRI implementing political party, civil society, and media strengthening programs. She has managed programs in Afghanistan, the Czech Republic, the DRC, Indonesia, Iraq, Kenya, Pakistan, Peru, the Philippines, Slovakia, and Venezuela. She holds a BSc from Georgetown University’s School of Foreign Service, and an MSc in Development Studies from the London School of Economics.

Huyen Thanh Do (Đỗ Thanh Huyền) holds a Master’s degree (1st Class Honor) in Development Studies from University of Auckland (New Zealand), a non-degree certificate in international development policy from Duke University (USA), and a Bachelor’s in English from Viet Nam National University.
Since 2008, Huyen has been working as policy analyst in the areas of governance and participation with the United Nations Development Program (UNDP) in Viet Nam. Huyen’s work at UNDP Viet Nam involves research and advocacy in a wide range of governance topics, particularly in local government performance, citizen participation, transparency and anti-corruption, and innovation for development. Huyen has been leading UNDP’s flagship research and advocacy project “The Viet Nam Provincial Governance and Public Administration Performance Index (PAPI)” (see www.papi.org.vn for further information) since 2016, and a co-author of the annual PAPI reports since 2009.
