Great Lakes Institute for Strategic Studies (GLISS)

Great Lakes Institute for Strategic Studies (GLISS) was founded in 2013 and incorporated as a charitable company limited by guarantee in 2014. The mission of GLISS is to accelerate socio- economic transformation and inclusive development in the Great Lakes sub-region by providing evidence-based policy options that put men, women and the youth at the center of policy development and policy implementation. The vision of GLISS is to become one of Africa’s leading independent policy think tanks working on governance and promoting social justice at regional, national and local level. The programme of work of GLISS covers xx: Democracy & Rule of Law; Climate Change and Climate Finance; Extractives and Land Governance; Inclusive Growth and Development; and Cyber Policy and Digital Security.

Institutional Representative: Godber Tumushabe, Associate Director

Godber Tumushabe is Associate Director at the Great Lakes Institute for Strategic Studies (GLISS). He is the founding Executive Director of the Advocates Coalition for Development and Environment (ACODE). Tumushabe is an independent policy analyst, a lawyer and an Advocate of the High Court of Uganda. He teaches international law, international environmental law and the science of law at Makerere University. Tumushabe has served as a member of specialized international and national bodies dealing with science and technology policy. He specializes in public policy research and analysis in the areas of environmental law and policy, trade, intellectual property rights and, the interface between law, science and technology. A prolific scholar, Tumushabe has published widely in the area of environment and natural resources management, climate finance and governance.
