Joana is associate professor at the Brazilian School of Public and Business Administration (FGV/EBAPE). She holds a PhD and a MA in economics from PUC-Rio and was Tinker Visiting Professor at University of Chicago (2023), Visiting Fellow at Columbia University (2021-2022) and Research Fellow at Harvard University (2009-2012). Joana Monteiro is an expert in impact evaluation of public policies and her main research areas of interest are police practices and organized criminal groups. Her research has been published in journals such as the Review of Economics and Statistics, Journal of Development Economics, Crime Science and the Security Journal. Joana held top positions in Rio de Janeiro government, as the director of the Institute of Public Security (ISP) (2015-2018) and head of research at the Rio de Janeiro State’s Attorney Office (2019-2021). She is affiliated with Evidence in Governance and Politics (EGAP), JPAL (invited researcher) and the Global Initiative against Transnational Organized Crime (GI-TOC).
