He also serves as a Fellow in the&nbsp;<a href=\"https:\/\/oes.gsa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Office of Evaluation Sciences<\/a>&nbsp;at the General Services Administration.<\/p>\n\n\n\n<p class=\"o-generic-links\">His academic work applies insights from the behavioral sciences to public management and policy. Substantively, he is interested in how institutional arrangements for public service delivery affect public employees and the people they serve \u2013 especially with regard to social equity in access to governmental services and programs.
