Thomas Leo Scherer is program officer for Economics and Peacebuilding at the U.S. Institute of Peace. His work focuses on the economics of conflict and the micro-dynamics of war, but he also works on the topics of peacekeeping and intervention, global disaster response and gender and conflict.

He has a PhD in Politics from Princeton University where he specialized in international relations and formal/quantitative methods. His dissertation, Peace for Keeps, examines how host governments use U.N. peacekeeping operations not to create peace but rather to stay in power.
